The Objectives, key functions and responsibilities of the "Capital Region Urban Transport" are as under: 

Planning

Provide safe, reliable, accessible, user-friendly and sustainable public transport to the city and further setting up a mechanism to deliver public transport that keeps up the pace with demand.

Planning

Formulate policy and planning for operationalization of city bus services and other modes of public transport through appropriate delivery models.

Planning

Ensure compliances with requirements of the Ministry/Department of the Government of India or any other state and local government rules and regulations.

Planning

Select most favorable carrier and mode of transport based on services requirements in terms of cost, efficiency and distance.

Planning

Adapt and encourage use of various technologies such as GPS, Passenger Information System (PIS), live tracking integration with Bhubaneswar One, warehouse management system, audit and payment module etc. in the management of city transport to ensure optimization of resource usage.

Ensure timely mobilization of resources to attain financial self-sustenance.

Monitor and review quality related matters for public transport and to control the issues arising thereof.

Enter into contracts, partnerships and service delivery arrangements with any firm (Indian as well as international), as may be required for the implementation and modernization of public transport system.

Purchase, construct, sell, develop, take in exchange or in lease, hire or otherwise acquire any assets/estate to develop infrastructure required for efficient operation of public transport.

Form technical committees and tender committees for supporting and disposing different technical aspects and procurement aspects for transport management system.
